Continuing with the PM4K NEWS Series on the Unique ID Project here’s another update.
The Unique ID (UID) project, the world’s largest biometric project that aims to provide every Indian citizen with a unique identification number, has hit the ground running. On Thursday, former Infosys executive Nandan Nilekani, who was appointed to head the ambitious projects, met chiefs of the IT/BPO industry. “The UID model will help the government implement better public expenditure,” Nilekani said, but cautioned India needed to develop its hardware base for implementation of the project. The first enrolment of the unique ID may take place between August 2010 and February 2011, Nilekani said.

NEW DELHI: The city of Barcelona, which has hosted a successful Olympic Games, offered its cooperation and expertise in beautifying Delhi before the Commonwealth Games starting on October 3. A Spanish delegation, led by Ambassador Ion de la Riva and including director of international relations of Barcelona City Council and a former director of the department of urban planning called on Delhi Chief Minister Sheila Dikshit at her office. “The city of Barcelona has offered to sign a friendship agreement with Delhi.

Here's hoping that the PM BASICS series at PM4K is helping you acquaint yourself to the basic concepts of Project Management.
In the last PM BASICS post, we discussed the evolution of a project’s Triple Constraints to what PM4K called the Sextuple Constraints. In trying to keep up pace with the advancement in the profession of project management, it is only obvious to be on the look out for more advanced ways to manage projects. Continuing with the PM BASICS series, in this post we take a step further in this direction and discuss the advancement of the Sextuple Constraints to what PM4K refers to as the Decuple Constraints of a project.
* Scope/Quality: Refer to the PM4K post titled PM BASICS 006: SEXTUPLE CONSTRAINTS
* Time/Schedule: Refer to the PM4K post titled PM BASICS 006: SEXTUPLE CONSTRAINTS
* Cost/Resource: Refer to the PM4K post titled PM BASICS 006: SEXTUPLE CONSTRAINTS
* Communication: Communication is the lifeline of a project. The ability to manage it is the most important quality that the Project Manager should have, because almost 90% of a Project Managers time in a project should go in managing communications related to the project.
* Risk Management: Any uncertain event is a Risk. These could be Negative (Threats) or Positive (Opportunities) in nature. In simple words, as a Project Manager, it is your job to constantly be on the lookout for Threats & Opportunities in order to 'Minimize' the Threats & 'Maximize' the Opportunities.
* Leadership: The most important resource to any project is its Human Resources. Thus, the capacity to lead a team to achieve the desired end result calls for Leadership capabilities.
* Tactical Thinking: The art and skill of employing the available means to accomplish an end result keeping in mind the environment around is Tactical Thinking. This is an indispensable quality that should be used by the Project Manager to steer his/her project through the various obstacles that it is bound to face on its way to successful implementation.
Hopefully as Project Managers we realize that, gone are the days when Project Management was only about managing the Triple Constraints. We are at a stage where the profession of project management demands continuous advancement to the way how projects are managed. This is where we hope that the Decuple Constraints gets you thinking and helps you keep focused on some of the critical aspects of project management.

Continuing with the PM4K NEWS Series on the Delhi Metro Project here’s another update on Delhi’s Metro Project.
NEW DELHI: The Delhi Metro's much awaited extension into neighbouring Gurgaon will have the track's sharpest turn. Construction of this stretch of the track has taken metro engineers twice as long to complete, officials said Sunday. "The sharpest broad gauge curve of the Delhi Metro has been constructed on its elevated section in Gurgaon near the IFFCO Chowk with a radius of 282.05 metres," a Delhi Metro Rail Corporation (DMRC) spokesperson said. The curve located between pier number 125 to 137 enroute to Gurgaon from Delhi's M G Road, has a radius much lesser in comparison to other curves on the Metro's elevated track that generally measure more than 300 metres, the official explained.

Here's hoping that the PM BASICS series at PM4K is helping you acquaint yourself to the basic concepts of Project Management.
In the last PM BASICS post, we discussed the most basic version of the Project Triple Constraints i.e. Scope-Time-Cost. With the increase in project implementation complexities, even the Triple Constraints have evolved. Gone are the days when Project Management was only about managing the Triple Constraints. Continuing with the PM BASICS series, in this post we will take a look at the evolution of a project's Triple Constraints to what PM4K calls the Sextuple Constraints.
The Sextuple Constraints consists of:
* Scope / Quality: Although monitoring 'what' will be done as part of the project scope is important; equally important is the quality of the output of the project. Delivering poor quality project scope is as unacceptable as not completing the project scope (if not worse).
* Time / Schedule: Although monitoring 'when' the project will start & finish is important; equally important is monitoring the schedule of how the project tasks will progress through the various stages. This enables the project managers to take corrective actions in case any critical task (that can delay the entire project) is delayed.
* Cost / Resource: Although monitoring 'how much' will be spent on the project is important; equally important is monitoring to ensure that the right resources are being used in the right manner to achieve the project objective.
Considering that the stakeholders have become more demanding and feel the need to be more involved in their respective projects, it will be true to say that the Triple Constraints of the project have evolved to become what PM4K refers to as the Sextuple Constraints. This means, more balls in the air for the project manager to juggle ;)

NEW DELHI: India unveiled a refurbished hockey stadium, the first venue to be completed for this year’s Commonwealth Games and promised all other facilities would be ready in time for the Oct. 3-14 event in New Delhi. India came under severe criticism after construction of several venues, including the athletes’ village, fell behind schedule, forcing the postponement or shifting of many international meets planned as test events. “A beginning has been made and you will now see the 10 remaining competition venues being completed one after another,” sports minister Manohar Singh Gill said at the inauguration of the Dhyan Chand National Hockey Stadium at the weekend.

Here's hoping that the PM BASICS series at PM4K is helping you acquaint yourself to the basic concepts of Project Management. Continuing with the PM BASICS series, in this post lets look at the most debated topic in the profession of Project Management; Project Triple Constraints.
These Triple Constraints are also commonly referred to as ‘The Iron Triangle’, ‘The Triple Triangle’ or ‘The Triple Trap’.
Every project is constrained in different ways. In its most basic form (which is what we will be covering in this post), it consists of Scope-Time-Cost which is commonly referred to as a project's Triple Constraints:
• Scope: What work will be done as part of the project? What unique product, service, or result does the customer or sponsor expect from the project?
• Time: How long will it take to complete the project? When will it start? When will it finish?
• Cost: What will it cost to complete the project? What is the project’s budget?
A change to any of the triple constraint, inadvertently has the potential to alter the other constraints. To balance out these, often competing, constraints throughout the project is one of the most challenging duties of a Project Manager. Which one of the 3 constraints, do you think is the most important of them? Although a typical answer to this question would be, "All are equally important"; this is definitely something we should discuss in detail in a PM4K Discussion soon.

NEW DELHI: The year seems to have got off to a bad start for Suresh Kalmadi, chairperson of the organising committee (OC) of the Commonwealth Games 2010. After the hockey India fiasco, followed by allegations of high-handedness by former players, Kalmadi now has beenexcluded from the run-up to the Commonwealth Games as well. According to OC sources, Kalmadi's exclusion from the unveiling of the first Games venue Major Dhyan Chand National stadium on Sunday hasn't gone down well with the chairperson. A senior office-bearer said: "The event was important as it is the first Games venue to be ready and marked the start of OC's direct involvement with the event's preparations. Yet, neither the chairperson nor any other official was invited.''

NEW DELHI: The London-based Commonwealth Games Federation has courted controversy by putting a distorted map of India on its website that shows areas of Gujarat and Jammu and Kashmir as part of Pakistan. The map on its countries page shows northern areas of Jammu and Kashmir - Chilas, Gilgit and Skardu -as part of Pakistan. The Gilgit-Baltistan region is part of a disputed territory between India and Pakistan. Similarly, it shows some parts of western Gujarat's Kutch region as belonging to Pakistan. Organisers of the 2010 Commonwealth Games to be held in New Delhi in October said the matter has been raised with the Commonwealth Games Federation officials in London.

In the lobby of the concrete teepee that serves as headquarters for Delhi's Commonwealth Games, one of four machinegun- toting guards points me to the second-floor offices of the chief organiser. No identification is required and I wander past rows of open-plan cubicles. The lack of building security is a running gag among staff but it's no joke at a time when India's ability to stage a secure event is under question. Indian and Commonwealth Games Federation organisers have reacted angrily in recent weeks to suggestions athletes face a risk of terrorist attacks during the October 3 to 14 Games.

NEW DELHI: Brushing aside apprehensions over the city's preparation for the Commonwealth Games, Delhi Government today said all projects linked to the sporting event will be completed much ahead of the deadline. "All projects being undertaken by the Delhi Government will be completed much before commencement of the mega event," Delhi PWD Minister Rajkumar Chauhan said.

England’s announcement that it may pull out of next year’s Commonwealth Games in India due to fear of terrorist attacks has sparked indignant responses in the local Indian community. Police and security advisers fear that the English team will be targeted by Pakistani militants. Taking into account the Mumbai terrorist attacks that killed 166 people in November 2008, police and government officials are afraid Indian security measures will not be sufficient to protect the athletes, according to the Daily Telegraph.

NEW DELHI: Jamia Millia Islamia (JMI) is heading straight forward in preparing itself for Commonwealth Games 2010, the mega event which will enrobe the capital in October 2010. Finishing its task well before the stated time, the university is all prepared with its games stadium, and has even started hosting a few inter-state competitions as dress rehearsals for the Commonwealth Games (CWG).
